Learn By Doing

This is not a sit-back-and-take-notes kind of program. From the beginning, participants move between learning and doing—putting coaching skills into practice through live peer-to-peer coaching sessions.

You’ll experience coaching from both sides of the conversation, practice with real-world scenarios, and receive direct feedback from certified instructors and fellow participants. With each round of practice, you build the confidence and skill to use a leadership coach approach when it matters most.

Beyond the Theory

This is a rigorous professional training grounded in research, evidence-informed practice, and established theoretical frameworks for understanding how people learn, lead, adapt, recover, and change.

Participants work across multiple disciplines—including coaching theory, resiliency leadership theory, adult learning, psychological hardiness, trauma-informed principles, change theory, and time management—and learn how these concepts intersect within the realities of public safety.

But knowing the theory is not enough. You’ll be challenged to translate what you learn into coaching conversations that develop personnel, address performance, navigate difficult conversations, strengthen resilience, support emotional recovery, strengthen groups, and influence the culture in which people work.

You won’t just learn the theory. You’ll be expected to demonstrate that you can use it.

Program & Registion Details

The First Responder Resiliency Leadership Coach Certification is an 85-hour ICF Level 1 Accredited coach training program built for the realities of public safety.

The program prepares current and retired first responders, mental health professionals, and professional coaches and consultants to use a leadership coach approach to develop personnel, navigate difficult conversations, address performance, strengthen resilience, support emotional recovery, and influence organizational culture.

Professional coach training is combined with two advanced specializations, Resiliency Leadership® and Emotional Recovery for Crisis Response®. Together they prepare participants to apply professional coaching competencies where leadership, human performance, resilience, and organizational culture intersect.

This certification is the foundation of a historic, nationwide effort to advance how public safety develops and supports its people.

Over the next 32 months, the Initiative will train 350 first responders and the professionals who support them. Two hundred sworn officers—including chiefs, mid-level leaders, and peer support members—will become certified coaches embedded in leadership positions in agencies across the country. Alongside them, 150 support professionals will strengthen the work from outside the chain of command: 50 retired officers, 50 mental health professionals, and 50 external coaches trained in the same leadership coach approach.

The Initiative begins with law enforcement. It grew out of a New Jersey pilot in which participants reported a 60% reduction in stress, 70% improved hardiness, and 100% would recommend the program.

Every profession builds on its strengths as it grows. Public safety has always led with courage, commitment, and service. This Initiative adds professional coaching to that foundation. The leaders who take part will help shape and inform how first responders are developed, supported, and led for decades to come.

Most coach training programs teach coaching in general terms and leave participants to figure out how to turn what they have learned into real-world practice.

This program is built for public safety, by an institute that has spent decades developing coaching frameworks for the people who run toward crisis.

Participants complete more than the foundational coach training required within an ICF Level 1 Accredited program. They also complete two original specializations developed by Dr. Janine Elias and the Elias Institute of Professional Coaching. Each provides a distinct framework for applying professional coaching to the culture, challenges, and realities of public safety.

Resiliency Leadership®

Resiliency Leadership® is an original leadership protocol that brings together psychological hardiness, adult learning, change, and human performance. It gives leaders a practical way to strengthen individual resilience while shaping a healthier organizational culture. It treats resilience as a leadership responsibility, not only a personal trait, and gives participants the coaching skills to build it in the people they lead.

Emotional Recovery for Crisis Response®

First responders are trained to survive the job. Emotional Recovery for Crisis Response® asks a different question: why survive when you can recover?

The framework honors the foundation laid by Dr. Kevin Gilmartin’s Emotional Survival for Law Enforcement and builds on it, moving from survival toward recovery. It began as a crisis response coach certification commissioned by a civilian-military support organization, was evaluated through doctoral research, and was later expanded into a full coaching specialization.

As a nonclinical coaching framework, it helps individuals make sense of and attach meaning to difficult experiences, identify their resources and coping strategies, and take their next workable step forward.

One Program, Two Settings

Graduates leave with a coaching approach they can use inside their agencies as leaders and outside the chain of command as culturally informed coaches, consultants, and support professionals.

02. Student Learning Outcomes

Upon successful completion of the First Responder Resiliency Leadership Coach Certification, participants will be able to:

Apply Professional Coaching Competencies

1.Demonstrate Ethical Practice by applying the ICF Code of Ethics and the ICF definition of coaching. This includes maintaining confidentiality, keeping coaching distinct from therapy, counseling, consulting, and other support professions, and referring individuals to other professionals when appropriate.

2.Embody a Coaching Mindset through self-awareness, reflective practice, ongoing learning, and the ability to manage their own reactions and remain open and curious, including in emotionally charged or high-stress conversations.

3.Establish and Maintain Agreements with individuals and, where applicable, with sponsoring agencies and organizations. This includes clarifying the coaching focus, roles, confidentiality, and measures of success, including when coaching takes place within or alongside the chain of command.

4.Cultivate Trust and Safety and Maintain Presence by creating a respectful, supportive coaching environment and remaining fully focused, responsive, and grounded with the client throughout the coaching conversation.

5.Listen Actively and Evoke Awareness by focusing on what the client is and is not saying and by using powerful questions, observations, and reflection to help clients gain new insight into their thinking, emotions, values, and patterns.

6.Facilitate Client Growth by partnering with clients to turn insight into learning and action, design next steps, and build accountability while respecting the client’s autonomy.

7.Demonstrate coaching proficiency at the ICF Associate Certified Coach (ACC) level, consistent with the ICF Minimum Skills Requirements. Participants develop and demonstrate this proficiency progressively through observed coaching, written and oral feedback, mentor coaching, reflective practice, formative assessment, and the program’s final performance evaluation.

Applied Coaching in Public Safety

8.Apply the ICF Core Competencies through a leadership coach approach to develop personnel, address performance, navigate difficult conversations, and support individual and group development in high-stress professional environments.

9.Integrate principles of Resiliency Leadership®, psychological hardiness, adult learning, change, and human performance into coaching conversations that strengthen individual resilience and contribute to a healthier organizational culture.

10.Utilize Emotional Recovery for Crisis Response® as a nonclinical coaching framework, consistent with the ICF Code of Ethics and Core Competencies. Participants use it to help individuals make sense of and attach meaning to their experiences, identify available resources and coping strategies, and determine their next workable step after high-stress or adverse experiences.

03. Program Requirements

The First Responder Resiliency Leadership Coach Certification includes 85 hours of professional coach training, including 10 hours of mentor coaching and a minimum of 3 hours of coaching ethics education. Training is delivered through live instruction, experiential learning, coaching practice, OnDemand education, observed coaching, mentor coaching, and ongoing formative evaluation.

This is competency-based professional training, not passive continuing education. Participants are expected to actively engage in the learning process, and their coaching skill development is documented throughout the program rather than measured at a single point in time.

Program requirements include:

  • Completion of all required live and OnDemand coach training, including coaching ethics education.
  • Active participation in experiential learning and coaching practice as both coach and coachee.
  • Completion of at least five observed coaching sessions, at least three of which include written feedback based on the ICF Core Competencies.
  • Completion of 10 hours of mentor coaching over a minimum of three months: seven hours of group mentor coaching and three hours of individual mentor coaching. Mentor coaching is provided by mentor coaches who hold the ICF Mentor Coach Specialization (MCS) and concludes with a documented overall skill evaluation.
  • Completion of required assignments, assessments, and learning activities.
  • Demonstration of coaching competency at the ACC level through the program’s formative evaluation process.
  • Compliance with attendance, participation, ethical, and program completion requirements.

Participants must successfully complete all required components to earn the First Responder Resiliency Leadership Coach Certification and documentation of completion of the Elias Institute’s ICF Level 1 Accredited coach training program.

Leadership Coach Approach

Program Overview

This is not a traditional leadership course with coaching added to the curriculum. Professional coach training is the foundation of the program.

Participants learn the ICF Core Competencies and build the ability to conduct professional coaching conversations through instruction, demonstration, repeated practice, observation, feedback, mentor coaching, and performance evaluation.

Those competencies are then applied to the full scope of public safety leadership, from everyday personnel development to organizational change, group dynamics, and the human element of crisis response.

The result is a leadership coach approach designed for two settings: inside public safety agencies, where formally trained leaders can use coaching within their leadership roles, and outside the chain of command, where culturally informed professionals can provide coaching with an understanding of the unique demands of the profession.

This is a coaching certification. It prepares participants to coach, not to provide therapy, counseling, or clinical intervention.
