The First Responder Resiliency Leadership Certification (FRRLC) introduces a leadership coach approach that equips first responders to develop people, strengthen culture, and build resilient departments from within through formal coach training and certification.

The Elias Institute of Professional Coaching is an International Coaching Federation (ICF) Level 1 & Level 2 approved coach education provider, delivering formal coach certification specifically designed for first responders and professionals committed to building leadership capacity and resiliency in public safety.

Nationwide Pilot Program Taking a Systems Approach

First Responder Resiliency Leadership (FRRLC) Certification is Building Internal Leadership Capacity Across Law Enforcement & First Responder Systems by taking a leadership coach approach. To strengthen long-term resiliency infrastructure, Elias Institute is launching a structured pilot program designed to evaluate measurable impact, scalability, and sustainability across diverse public safety roles.

Training 350 individuals across 4 categories of participants (sworn officers, retired officers, mental health professionals, and external coaches) to create a layered resiliency leadership ecosystem that addresses the unique challenges facing law enforcement professionals and agencies.

Building Resiliency Leadership Capacity Supports Emotional Recovery

To build resiliency leadership and support emotional recovery, the program includes two integrated specializations: First Responder Resiliency Leadership® and Emotional Recovery for Crisis Response®. Together, they provide a leadership coach approach that creates a sustainable model for helping first responders navigate ongoing high-stress environments, social unrest, critical incidents, and natural disasters.

The program begins with formal coach training and certification. Follow-up implementation support through individual and group coaching helps embed a leadership coach approach within departments, creating an internal network of professionally trained leaders who can develop people, support emotional recovery, and build a culture of resiliency from within.

Extensive research conducted at West Point Academy over several decades identified key factors to build hardy and resilient teams is tied to leadership and more specifically Transformational Leadership (Bartone, 2019).

Within our course structure we combine the 4 characteristics of a transformational leader and formal coach training with the 3C’s of hardiness (thus, combining the building blocks for Resiliency Leadership) to support you in budling hardy and resilient teams and a establishing culture of organizational wellness.

While 83% of companies state that leadership development is integral to their success, only 5% have organized leadership training programs. For companies who send their staff to professional development only 60% actually complete the entire training (Gallup, 2024).

Our First Responder Resiliency Leadership (FRRLC) Certification program equips law enforcement professionals with a structured, evidence-based leadership coach approach that strengthens emotional recovery, builds operational resiliency, and develops the leadership capacity needed to navigate critical incidents, sustained high-stress assignments, and cumulative adversity.

Delivered as an International Coaching Federation (ICF) Level 1 Approved Coach Education Program, participants uncover the intricacies of professional coaching through modules designed to develop essential coaching skills, resiliency leadership principles, and the human element of Emotional Recovery for Crisis Response® coaching techniques.

More than a coach certification, the FRRLC provides first responders with a structured leadership approach to developing people, strengthening organizational culture, and building resilient departments.
